Tim, That's a RAM mount ... they offer numerous attach methods, take your pic. Mine is mounted to the panel with 4 MS and nutplates.

I have a Nexus 7 (2nd edition 2013). I printed a two piece, slide on case and put "velcro" on the back of each piece. Then I cut and bent aluminum, mounted those pieces to the panel and put "velcro" in the appropriate spots. I slide the case on to the tablet and then press the tablet & case into place on the mount.

The "velcro" is actually a Scotch brand All Weather Fastener that I bought at Target. It's a little tricky to get the tablet & case back off the mount, you just have to go slow and be patient.

I used a tablet mount like the one on Ebay Item 390890612043. I removed the suction cup, using a 10-32 screw mounted it to the panel. Hplds my Samsung Tab 7" great.
