Just a thought on 150 pound or 240 pound actuators.
The max flap deployment airspeed speed, Vfe; If the 150 pound flap actuator can do the job in the design speed limit, but stall out if flaps are deployed above the max flap speed, then you have a safety feature by design.

I deploy approach flaps up to 140 mph ... The actuator handles it fine. There are probably a dozen of us using this actuator, no problems.

Some information on the "recommended" FA-150-S-12-2 (2 inch) actuator from http://www.firgelliauto.com/
Looks like for an extra $20 you can get the same unit but with built in position feedback FA-PO-150-12-2, handy if you wanted to include a flap position indicator or use a smart flap controller.

Thinking about the flap trim. With a bit of thought I think it may be possible to rig up a connection to the actuator that would allow for differential adjustment the the flaps in keeping with the original concept. Not sure if going down that path makes much sense, the aileron trim tab would probably be the more effective option.
